Ziro bandh on Jan 22

ITANAGAR, Jan 17: Reiterating its demand for maintaining uniformity in the electricity disconnection, the Apatani Students’ Union (ASU) has called for a 12 hours Ziro/Hapoli bandh on January 22 next.

Earlier on January 9, it had alleged Ziro Power Division of indulging in pick and choose policy while carrying out electricity disconnection in Ziro/Hapoli area.

In its intimation letter to the Lower Subansiri DC, it warned of holding the Ziro Power Division responsible for any inconvenience caused during the bandh.

 

APCDA condemns attack on PPMCS  

ITANAGAR, Jan 17: The Arunachal Pradesh Chemist & Druggist Association (APCDA) today strongly condemned the attack on Papum Pare Multipurpose Co-Operative Society Ltd. (PPMC) (Pharmacy) Naharlagun by some unknown miscreants on January 15. The incident happened after the sad demise of a patient one Bengia Yame at Arunachal State Hospital, Naharlagun recently, association said adding that  after lodging the FIR by the deceased’s son in this connection, a copy was also forwarded by it to Asstt. Drug Controller. The drugs were confiscated by the Drug Department for Laboratory Testing, it added.

While deeply mourning the death of the patient,  the Association said “the people should understand that the Chemist cannot be questioned regarding the quality of the drugs, as it is known fact that a chemist always dispenses medicines as per the prescription of the doctors. Despite of the Supreme Court judgments and the regular intimation by the Arunachal Medical Council (AMC), it is still the Doctors who decide which company's medicine should be sold at the medicine counters. The retailers just do their duty by dispensing doctors prescribed drugs.”

Association further said “It is always advisable that one should abide by their duty. Doctor should stick to their professional ethics and the drugs retailers/distributors to their business ethics. When the doctors try to get into the drugs business and the drug retailer starts prescribing medicines, the things get out of line and the health care system falls or collapse.”

Association also requested the well wishers and the family of the deceased to have patience until the investigation into the case is complete and law takes its course of action.

 

Newspaper hawker assaulted, NMWC writes to DC

ITANAGAR, Jan 17: Claiming that a newspaper hawker in Nirjuli was assaulted recently by some unknown miscreants, the Nirjuli Market Welfare Committee (NMWC) has appealed to the Capital Complex Deputy Commissioner to take action against the assaulters.

Saying that the person responsible for harassing the victim must refrain from such activity, it further warned of taking its own course of action against the assaulter and also to lodge FIR.

Association demand justice

ITANAGAR, Jan 17: Suspecting foul play in the death of one Bengia Yame at Arunachal State Hospital, Naharlagun, on January 8 last, The All Sarli Youth Welfare Association (ASYWA) has demanded arrest of the concerned doctor and nurse holding them responsible for her death.

While referring to the FIR lodged by the family of late Yame at Naharlagun police station in this connection on January 8, it questioned why the concern doctor and the nurse have not been arrested and terminated so far? Why is the police paralyzed inspite of full evidence and eye witness?

The association demanded termination of both concerned doctor and nurse from their service immediately.

Coming up with similar demand, the All Naharlagun Youth Welfare Association (ANYWA) warned of launching democratic movement if the demand is not fulfilled.

The postmortem revealed that 6 ribs, 3 on each side were broken, so the family appeals the police and the district administration to change the registered section (A) into 302/304, it claimed in the release.

 

Frequent power cut resented

ITANAGAR, Jan 17: Expressing concern over the frequent breakdown of electricity in the state Capital, the Capital Youth Organization (CYO) has appealed the concern department to resolve the matter early.

In a release, it said, the scarce situation is creating lot of problem for the people, mostly the students as their examination is beginning from next month. The problem which has been persistent for the last few months now has adversely affected the residents in Itanagar, it said.

 

Clarification sought

ITANAGAR, Jan 17: The primary members of all Nyishi students’ community in a meeting held at Naharlagun on January 16 unanimously decided to sought clarification from Central executive members of ANSU regarding decision made on election modalities, said primary member of Nyishi Students community Lingdum Taha, who presided over the meeting.

Claiming that election modalities are made in total violation of basic structure of ANSU constitution, Taha in a release today sought clarification on, what he said, the assigning responsibility of conducting election to third party, which,  according to Taha, is unconstitutional.

He further said that the students body, being a pressure group “inducting of Govt. employee as Chief Election Commissioner is more or less a ridiculous act of present ANSU executive members.” The meeting further questioned why the student union is trying to conduct election in district wise with violation of constitution. It demanded reconsideration of the same decision.

Taha further said that the primary members of Nyishi Students community are strongly demanding central executive team to come up with clear declaration on their grievances.

Former Assembly Speaker Padi Yubee passes away

ITANAGAR, Jan 17: Former Arunachal Pradesh Legislative Assembly Speaker and Minister Padi Yubee passed away after prolonged illness at Dr. B. Borooah Cancer Institute, Guwahati at 5 am today. He is survived by two wives, eight sons, six daughters and many grand children and great-grandchildren. Late Yubee was the elder brother of MLA cum parliamentary secretary, UD, Housing and Town Planning Padi Richo.

His body was brought at his Old Ziro residence at around 3.45 pm today and last rites will be performed on Sunday.

Born on December 18, 1949 at Reru village in Lower Subansiri district, late Yubee had served the state as a member of Legislative Assembly for more than 25 years, held important portfolios like Deputy Speaker, Speaker of Legislative Assembly, cabinet minister, chairman of state planning board, chairman of Khadi and Industries Commission, Zonel Committee.

Son of Late Padi Lailang, late Yubee was a graduate and belonged to Apatani tribe. A prominent social worker and senior Congress leader, late Yubee was elected as Pradesh Council Member from Subansiri District in 1972, became the member of Arunachal Pradesh Social Welfare Board the same year.  He also served the Congress party in various capacities like vice president and organizing secretary of APCC, secretary, North East Youth Congress Coordination Committee (NEYCCC), co-opted AICC member and became chairman of State election authority of Arunachal Pradesh Congress Committee. Later he was elected as AICC member in 2000, 2005 and 2010.  

Late Padi Yubee had the distinction of being first in his political career. He was the first Vice-Present Ziro-I Anchal of UT from January to February, 1972. The first Pradesh Council Member of UT from 1972 to 14th August, 1975. He was the Provisional Legislative member of UT  from 15th August 1975 to 20th March 1978, the first Legislative Assembly member of UT from 21st March 1978 to 3rd November, 1979, member of the Second Legislative Assembly of UT from 28th January 1980 to 2nd January, 1985, the first Legislative Assembly member of State from 6th March 1990 to 14th December 1994 from 17-Ziro/Hapoli Legislative Assembly Constituency and the first Deputy Speaker, Provisional Legislative Assembly of UT from 15th August 1975 to 20th March, 1980 and unanimously elected as Speaker on March 22, 1978.

He was Cabinet Minister  for PWD, industry, supply and tourism in State from 1979 to 1980, Deputy Chairman State Planning Board of State from 1990 to 1993, Chairman State Khadi & Village Industries Board from 2001 to 2003, President WWF Arunachal Pradesh from 2003 to 2005, Member Khadi & Village Industries Commission, Govt. of India from 19th July 2006 to 18th July 2011, Member National Khadi & Village Industry Board from 2007 to 2010 (2  terms).

Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has expressed shock and mourned the sudden demise of former Speaker of Arunachal Pradesh Legislative Assembly Padi Yubee.

In his condolence message, Governor said that late Yubee was a distinguished social activist, who made immense contribution towards the State in various capacities during his long and distinguished political career.

Offering prayers for eternal peace of the departed soul, Governor said that late Yubee will be always remembered as the first Speaker of our State’s Legislative Assembly.

Expressing shock and grief over the demise of former Speaker of the State Legislative Assembly and Minister Padi Yubee, Chief Minister Nabam Tuki in a message from New Delhi said that the news has brought a pale of gloom for people of Arunachal Pradesh as the state has lost a pioneer of its early and formative days in late Yubee.

“Late Yubee is one of the first generation politicians and leaders of the state, who along with others of his time had given direction to the development and evolution of Arunachal Pradesh as a progressive state. His contributions cannot be surpassed and will be looked up as inspirations for all days to come,” he said.

The Chief Minister, while highlighting the illustrious career of late Yubee, added that the late leader was instrumental not only in development of the Apatani Plateau and its people but the entire state as a Member of the first Pradesh Council as well as a Cabinet Minister in the later years.

“On the party front too, late Yubee was an active and dedicated member of the Congress Party and immensely contributed in strengthening it from the grass root level. While the state has lost a veteran leader, the Party has lost one of its ablest members,” the Chief Minister said.

On assertion and sharing of the sad information by Chief Minister Nabam Tuki  with  the top party leaders at the sidelines of the AICC meeting at New Delhi, the AICC  members including Dr Manmohan Singh, Sonia Gandhi, Rahul Gandhi and all Congress Chief Ministers of the country in a separate session condoled the death of late Padi Yubee. All members present during the meeting also observed one minute’s silence in respect of the departed Congressman.

Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong expressed deep shock at the demise of former Speaker Yubee.

On behalf of the officers and officials of Arunachal Pradesh Legislative Assembly Secretariat and on behalf of the people of the state, Lowangdong conveyed deep sense of condolence to the bereaved family and prayed to Almighty for the eternal peace of the  departed soul.

Rajya Sabha member and APCC president Mukut Mithi, in his condolence message, termed him as one of the pioneers who was instrumental in giving shape to the present modern Arunchal Pradesh. His absence would be for time to come.  

A soft spoken man who endeared everybody by his benevolent qualities would remain an ideal for the future generations of the politicians, Mithi said.

 “A void has been created by the death of a towering leader who contributed immensely to the all-round development of the state during the formation days. He would always be remembered by the people for his nobility and contributions,” said Finance Minister Chowna Mein and his wife Nang Sati Mein.

  Shocked Lok Sabha member Takam Sanjoy, in his message, said that though death is inevitable but at times it is too harsh for the human beings to accept and bear. While sharing grief of the bereaved family, he termed  Yubee a great humanist and political leader with a difference.

Arunachal Pradesh Congress Committee also expressed deep sense of condolence at the sudden  and untimely demise of former minister  Yubee.

Late Yubee was hard-working person, who served the party with sincerity and dedication. His untimely demise is a great loss to the INC in particular and state as a whole. The people of the state will always remember his immense contribution to all round development of the state, said the APCC   in a release. The APCC leaders including vice president Tatar Kipa observed two  minutes silence as a mark of tribute to the departed soul at Rajiv Gandhi Congress Bhawan.

The members of Popi Sarmin Society, Itanagar also deeply mourned the death of former minister Yubee.

The death of Yubee has created a huge void in the intellectual strata of Apatani society.  He made immense contribution towards development and progress of the Society in the field of politics as a perfect politician and socio-cultural development as a true social worker, the society said in a condolence message.

The fraternity of Khadi and  Village Industries Board  has also condoled the sad demise of Padi Yubee. Late Padi Yubee had always been very simple, outspoken, elderly guide with spirit of leadership, said  the Board Chief Executive Officer Sukamal Deb. “I personally feel an unbridgeable void in my life at this beleaguered moment of losing him and finding it truly difficult to accept the heartbreaking reality.”  The   Board members expressed  sympathy to the bereaved family and prayed to the Almighty for giving them the strength to stand up and to bear the loss while praying for his heavenly abode.

While mourning the demise of Padi Yubee, first member of Legislative Assembly from Ziro, Apatani Students’ Union Capital Complex, Itanagar, (ASUCC-I) said his untimely demise is a great loss for the  people of Arunachal Pradesh in  general and the people of Ziro in particular. The Union conveyed deep sense of condolence to the bereaved family.

 

 

Harmuty-Naharlagun train service from March 20’

ITANAGAR, Jan 17: North East, particularly Arunachal Pradesh, is under the special focus of the Centre as its development would help other parts of India, Planning Commission senior member (North East & Power) B K Chaturvedi said today.

Talking to media persons before inspecting the newly built (20-km Harmuty-Naharlagun) railway tracks, Chaturvedi said the passenger train service powered by diesel engine would begin from March 20 after getting clearance from the commissioner of railway safety.

Asked about the introduction of services of Rajdhani Express between Itanagar and the national capital as a policy, he said that such services would be introduced in a phased manner. When his attention was drawn to the fact that Arunachal Pradesh has huge hydropower resources, the Plan panel member said that the Himalayan state has a potential of about 50,000 to 60,000 MW of country's total one lakh MW capacity.

Many projects are under construction in the state which would take five to ten years and would greatly benefit the state as well as the nation, he said.

NF Railways GM (construction) R K Singh, who apprised the team of the 20-km Harmutty-Naharlagun railway project, informed that Itanagar would be the second state capital of the eight NE states after Guwahati to be put on India's railway map while Meghalaya is targeted for March 31. PTI

 

 

Street show on disaster management held

ZIRO, Jan 17: After successful performance of a Street show on HIV/AIDS awareness programme, the Neeti Society Ziro (NSZ) came out once again with a team of artist to present a show but this time it was on Disaster Management. The team joined a phen procession of Murung festival and covered about 20 km on foot on January 16 last presenting tips on disaster management.

Organized by the NSZ in collaboration with district administration Ziro, the Street Show on Disaster Management attracted thousands of people of the Valley. The artists dressed as fire fighters and some put on life saving jackets as are used during flood came out to the street with the phen.  They continued to demonstrate on each part through action as well as with dances which impressed onlookers.

Taking the opportunity of Phen procession of Puru Buda murung which was the second last Phen for this year, a team of 25 artists under the direction and guidance of NSZ’s secretary Yachang Tacho came out with number of models and slogans related to disaster management. The models were like candle, electric appliances, match box, cigarette, traditional fire place etc through which fire accident usually occurs.

The team also carried interesting slogans like – “Check the fire place before leaving/sleeping”, “Neglected burning cigarette/biri may reduce the village to ashes - Be Careful”, “match sticks have heads, but without brain; when you use their heads use your brain”, “Fire destruction is one man’s job, fire prevention is everybody’s job”, “Kill Fire before it kills you”, “Do not attempt to drive over a flooded road.  STOP!  Turn around and go another way” and “Earthquakes do not kill but buildings do”.

Nani Takha, ZPM Reru, while appreciating the NSZ and district administration for choosing the occasion for taking up awareness activities where thousands of people would witness it, he appealed them to conduct similar programme in coming years for the benefit of the common people.  He also appreciated the presentation like models, slogans, dressing as well as the demonstration through innovative performance.  

Pura Tago, Associate Professor, Rangfrah college, Changlang who was also participated the phen procession appreciated the idea of the street show joining the phen that attracted large crowd across the Valley. He said that people will get the maximum benefits from the awareness show on disaster management presented during this occasion.

The team covered all the villages of Apatani plateau i.e Hija, Dutta, Mudang-Tage, Tadu, Bamin, Michi, Niichi (Hong), Niitii (Hong), Biirii, Hari, Kalung, Reru, Tajang,  Old Ziro and Nenchalyang.

Earlier, Nima Drema, district disaster management officer (DDMO) in her flag off speech while wishing the team for successful conduct of the show, asked them to pass the messages effectively to the general public by presenting the show proactively so as to prevent any kind of disaster in the Valley.

Talking to artist members, NSZ’s secretary Yachang Tacho said that hardly 1000 people could gather to an awareness camp of any type or if a street show is performed, limited people will watch - but this street show will be a different where thousands of people will watch you who they are waiting for the Phen in every village.

 

 

Panchayat leaders take stock of project implementation under Koyu and Kora  circles

RUKSIN, Jan 17: Following state government’s instruction, the Koyu Block ZPM Takir Kakki along with the local PRI members and all head of departments paid a whirlpool tour in his constituency recently and took stock of the overall development of the ongoing projects.

The ZPM during his three-day tentative tour programme visited all villages fall under Koyu and Kora circles and hold interaction meeting with the rural people. The villagers reportedly highlighted a lot of problems faced by the local people such as want of flood protection scheme, drinking water  facilities and power supply problems, hunting of wildlife and illegal collection of forest wealth, necessity of inter-village road and rope bridge at river points and the water supply problems in the crop fields to the leaders and government officials and demanded of early solution measure.  

The Koyu and Kora circle under Nari-Koyu assembly constituency is lagging behind in all means of communication and infrastructure development. Basic amenities like link-surface communication, telecommunication is still eluding the area, while the people of remote villages have been living in middle-age lifestyle.

The recurring flash flood last year had caused widespread damage to crop fields, human habitation, dwelling houses, road, bridges and loss of livestock in entire Koyu-Kora area. But the rural farmers have not yet received a single penny in the name of relief and rehabilitation from the government.

The PRI leaders and officials also inspected PMGS road construction from Tene to Sipu village, SPA road from Koyu to Kadu village, Drinking water supply (extension) project at Lipin and Kakki villages, Embankments at Koyu village on the left bank of Simen river, suspension bridges, Power supply project at Korang and Mane village and many other ongoing projects.

 

 

Seeing is believing, say CMLMS trainees

ITANAGAR, Jan 17: ‘Seeing is believing’ is the unanimous view of a group of trainees of the maiden Chief Minister’s Livelihood Mission School (CMLMS) based at Nampong in Changlang district who returned from North Bengal after gaining firsthand experience of multiple cropping by farmers during a 10-day exposure trip.

Though the trainees have completed their theory and practical training during the last one year, but are yet to get the certificates. They were taken on the field trip by NYP president Hari Pado Biswas to give them the exposure as to how farmers in agriculturally-rich states make the best use of their land to earn handsomely through multiple cropping.

“It would have been difficult to believe without such experience. We saw for ourselves, interacted with the highly experienced farmers, ploughed the land ourselves, learnt the effective method of storing, packaging, time schedule of planting various crops, irrigation procedure, deployment of manpower efficiently and many other aspects of agriculture, fishing and animal husbandry”, many of the trainees said.

While the term of the CMLMS has come to an end, Chief Minister Nabam Tuki on being appraised by Agriculture, Horticulture, Animal Husbandry & Dairy Development Minister Setong Sena has reportedly expressed his happiness at the outcome of the school and desired that the project should continue for which the GoAP would be funding.

It may be recalled here that after visiting many CMLMSs in Sikkim in July 2012 as head of an official team including commissioner Hage Kojeen and NYP representatives, Sena had commented: “Seeing is believing.”

Sena had taken the initiative to submit the proposal to the state government and consented to provide fund from his MLA Local Area Development Fund for providing skill development to youth in the age group of 18 to 25, particularly the school dropouts in three chosen traders of the 12 offered by the National Youth Project (NYP), entrusted to run the school. Following the approval of the State Cabinet to start the pilot project, the CM had inaugurated it at Nampong on October 18, 2012.

Interestingly, Sikkim Chief Minister Pawan Chamling was instrumental in setting up 42 livelihood schools across the state where the trainees generally from low income group from far flung areas are given scholarship grant of upto Rs. 3000 per month. The schools providing skill development training immensely helped the state in tackling unemployment problem.

Path-breaker Chamling in a landmark step had launched the North East Rural Livelihoods Project (NERLP) on November 27 last.

The NERLP funded by the World Bank is a multi-state rural poverty alleviation project aimed at improving rural livelihoods, especially that of women, unemployed youth and most disadvantaged in four states of Sikkim, Mizoram, Nagaland (two districts each) and Tripura (five districts). The project will cover nearly 3,00,000 households in 1,624 villages of 60 blocks covering 11 districts of the four states.

Chamling has also conceived another important poverty alleviation programme called Sikkim State Rural Livelihood Mission (SSRLM) to be launched soon with the same aim of universal mobilization of rural community, building self help groups (SHGs) and their federations covering entire households in the project area.

Why not the policymakers take a cue from Sikkim in tackling the unemployment problem confronting Arunachal Pradesh?

 

 

PPA takes out rally, demands white papers on financial status, hydro power

ITANAGAR, Jan 17: The People’s Party of Arunachal (PPA) took out a massive rally from “O” Tinali to chief secretary’s office at Banquet Hall here today in protest against non-fulfillment of various demands by the state government.

The party submitted a memorandum to the CS demanding the state government to come out with White Papers on hydro-power and dams, financial status of the state, ‘crippling’ law and order situation, mines and minerals and private universities on or before January 31, Gumjum Haider, General Secretary cum Spokesperson of the party, said in a release.

The party has also been demanding for immediate devolution of powers to Panchayati Raj Institutions and Municipal bodies.

“If the state Government does not have will to delegate powers to local self-government bodies then it should not have conducted Panchayat or Municipal elections,” PPA said in a release.

“Instead of delegating powers to local bodies and to activate local leaders for the developmental works, the ministers and MLAs are busy distributing petty contract and supply works in their area,” the party alleged and called upon them to sit in assembly together and discuss the serious issues that concern general masses of our state most.

Claiming that law and order in state has gone to its lowest ebb, PPA said that incidents of bank robbery are taking place in almost in every two months; but we are yet to hear criminals being convicted on any of crimes.

Party's chief ministerial candidate Laeta Umbrey, Working Committee chairman Kamen Ringu, working president Kahfa Bengia, secretary general Dr. Ashan Riddi and many other party functionaries participated in the peaceful procession.

 

 

Public hearing on LSHEP opposed

ITANAGAR, Jan 17: All Galo Students’ Union (AGSU) has joined various organizations, groups and anti-mega dam activists in opposing the proposed public hearing for the 2700 MW Lower Siang Hydroelectric Project (LSHEP) and demanded permanent scrapping of the project.

Denouncing the proposed public hearing for the LSHEP on January 31, AGSU in a meeting here today called upon the public irrespective of affected and non-affected to boycott it.

The students’ union has threatened to take to the street during public hearing at Aalo General Ground on January 31 along with protesting groups, organizations like Nyiko Bachao Forum, Siang Bachao Forum, Dam Affected Peoples Forum of Siyom Sirit etc, if the proposed public hearing is not canceled.

While appreciating and supporting the concern shown by the anti-dam activists, groups and organizations for scrapping of mega dams from Siang/Yomgo and Siyom Basin of East, West and Upper Siang District, AGSU said that the proposed project is a direct threat to the existence of people of  East, Upper and West Siang districts.

“The construction of LSHEP over mighty Siang River should be opposed tooth and nail by all irrespective of affected and non-affected people to safeguarding our ancestral land and natural forest habitations,” AGSU said and appealed, specially to Galo Welfare Society (GWS) and Galo Peoples Federation (GPF) to come forward on the issue and save its own people.

The union also demanded review of all MoUs/ MoAs signed for construction of projects in Siyom and Yomgo basin.

AGSU alleged that the state government despite submission of several representations/memorandum for blanket ban on hydro-electric project in Siang/Siyom and Yomgo Basin did not listen to them. The state government is playing with the sentiments of indigenous populace time and again, it said.

If constructed, the project will completely submerge Nyiko Banggo affecting its more than 10,000 population. It will also submerge most of the Aalo township and its peripheral areas.

“The state Govt. should let know the people about the findings and reports of Expert Committee constituted by the state govt itself in 2012 before going for public hearing. Also, the state Govt. should re-collect the decision of the meeting between representatives of anti dam activists and state govt on May 24, 2012 at Chief Minister’s office. Time and again, state govt are back tracking from its own decision on LSHEP issue. We can’t trust the promises made by the govt anymore, AGSU said and further demanded white papers on all the hydro-electric projects under Siyom/ Siang & Yomgo Basin including 2700MW LSHEP.

The students union also appealed to the elected representatives of affected areas of East, West and Upper Siang district to respect the people’s sentiment and look into issue seriously.

Meanwhile, Jawaharlal Nehru College Students' Union (JNC Su), Pasighat, in a memorandum, has appealed to the East Siang Deputy Commissioner Nidhi Srivastav and Member Secretary of Arunachal Pradesh Pollution Control Board N. Tam to change the venue for the proposed Public Hearing for the 2700 MW, Lower Siang Mega Dam fixed at JN College Auditorium on January 31 either to an affected area or a general public place.

Justifying its demand, the JNCSu stated that JN College is neither an affected place/area of the LSHEP nor is it a general public place for gathering of huge people for such purpose like public hearing.

“The College is nowhere mentioned in the Environment Impact Assessment (EIA) or the Social Impact Assessment (SIA) report or even the Environment Management Plan (EMP) of the Project. So, holding a Public Hearing in a non affected area/place may not be justified,” the memorandum said.

Further, the public hearing would adversely affect the academic atmosphere of the college which is re-opening from January 21, the memorandum added.

AHPF welcomes public hearing

Meanwhile, the Abor Hills People's Forum (AHPF) has welcomed public hearing proposed to be conducted at JN College auditorium, East Siang, Katan CO headquarters of Upper Siang and general ground, Aalo, West Siang.

“Public Hearing” simply does not mean a mock drill on the part of the state government to start construction of the project. The people of Siang belt should use this opportunity to address their fears and doubts. If the people of Siang belt after knowing the pros and cons with regard to the project decide to scrap the project, then it can do so.

“Siang is the river of the Adis and it is we the Adis who will decide what has to be done with our river. And, it is not at all necessary that the JP Group is the one and only company which will undertake the project. We can undertake the project on our own or we can invite any competent company from India or abroad,” the release said.

“AHPF have reasons to believe that our people deserve an opportunity to know about the details of the Lower Siang Hydro Project.”

It said that hydro project is our answer to harness natural resources. Siang belt now has youths, who are educated and are in need of productive employment. We need to create avenues for those youths to engage them in productive activities. The socio-economic aspect of our society has to be enhanced by sustainable development and harnessing of our natural resources. The fears and apprehensions should not be blown out of proportions and handicapped ourselves from growing into a more vibrant and productive society.”

 

 

Awareness generation programme on disaster preparedness held

ITANAGAR, Jan 17: The Disaster Management Cell of the District Administration, Itanagar Capital Complex organized an Awareness generation programme on Disaster preparedness for all the women officials and staffs of all line departments at the Vivekananda Hall, RKMH today.   Puja Jain, ADC while welcoming all hoped that the programme would help build up awareness to tackle disasters which causes loss to life and property. It is an attempt to general sensitization to create awareness by way of documentary and resource person, she added. She further asked all present to utilize the knowledge gained from the programme and help spread the message to others.

 Emphazing that women are multi tasking and whenever any disaster happens they are the ones who react first, the Deputy Commissioner Sanjay Goel, said that the programme held with the aim of educating the women would help educate the members of their families as well as the saying goes” educating a women educates the whole generation”. As our state lies in Seismic Zone V and is prone to various types of disasters, the most likely being flashfloods, landslides and earthquake, he informed that the District Administration had earlier also carried out various mockdrills at various places of  Itanagar with the help of NDMA and NDRF to aware people and also imparted basic preparedness and mitigation measures on earthquake. As the disaster comes without knocking, the DC urged all to utilize the training so that one becomes capable of taking the best possible action during any emergency.

Mepung Tadar Bage, Chairperson, Child Welfare Committee, Capital Complex attending the programme as  resource person shared her experience of working with women during her tenure as the Vice President of the State Commission for Women. She said that the women are termed the most vulnerable but during any crisis, they always come out stronger taking care of the family in the best possible way so it is necessary that the women should be educated first.

 Informing that the state has witnessed many disasters earlier and because of less knowledge and late response, maximum destruction was caused, she urged that  special trainings should be provided to  women, their needs and concern so that they become capable of tackling any disaster and regular meetings should also be carried out to know the preparedness level of women. East Siang records increase in tax revenue

RUKSIN, Jan 17: The East Siang district bereft of any industry witnesses an upwards spiral in revenue deposit under Tax and Excise department. Revenue collection from excise duty, collection of good tax, Value Added Tax (VAT) on inter-state export and import articles is showing an increasing trend for the last three years.

Sources from Tax & Excise department in the district informed that the revenue collected by the department for the fiscal year 2011-12 was Rs 6,194 lakh, which increased up to 6.778 lakh in the year 2012-13. The department has collected revenue amounting to Rs 5.505 lakh till the month October of the current year. The average revenue collection under the department is Rs 5o lakh per month.

There is a Border Facilitation Centre (BFC) at Ruksin gate bordering to Dhemaji district of Assam, which collect good tax from the trading articles on daily basis. Besides it, more than three dozens country-made foreign liquor shops running at Ruksin, Pasighat and Pangin-Boleng areas are contributing large chunk of the revenue to the head in the name of whole-sale and renewal of the trade license.

On the other hand, state government sources said that it is losing huge chunk of money as revenue due to tax pilferage by under-declaration of goods by transporters in 17 Border Facilitation Counters (BFCs) at different locations. Tax pilferage has always been a serious issue which cannot be detected without any means and machines to monitor or ascertain the actual weight of the goods. So, the state government has sanctioned fund under Special Plan Assistance (SPA) of 2011-12 for installation of electronic weighing bridges at BFCs at Ruskin besides Likabali, Sunpura and Namchik.

Meanwhile, the government has created enforcement wing, who have been asked to keep regular visit the BFCs to check such leakage of revenue through tax pilferage. It also takes step for installation of CCTV Camera at the BFCs to monitor transportation of the export-import trading materials.

 

 

Tadar Tang Memorial Football Tournament

Papum Pare, Upper Subansiri enter semis

ITANAGAR, Jan 17: Papum Pare stormed into the semifinals of the 13th Tadar Tang Memorial State Level Football Tournament demolishing hapless Anjaw 9-1 in the first quarterfinals at RG Stadium, Naharlagun today.

In a lopsided match, Tapan Bora opened the floodgate for Papum Pare by scoring after 16 minutes. After that there was no looking back for the host district as they scored at will to win the match 9-1.

Papum Pare was leading Anjaw 4-0 in the first half with goals from Mode Lollen (21 minute), Bora (16th and 34th mins) and Paney Raju (40th min).

The team continued to dominate in the second half with Bora completing his hat-trick through a penalty kick in 52nd minute. Taying Nega (56 min), Nabam Peri (70 min) and Tame Loram (81 min) scored a goal each. Anjaw also suffered an own goal in 69th minutes.  

The consolation goal for team Anjaw was scored by Kampo Nguri in 67 minutes.

In second quarterfinals, Upper Subansiri edged past Lower Dibang Valley (LDV) 1-0 to reach semifinals.

Loi Kena scored the all important goal in 14th minute through a free kick. Upper Subansiri could have won the match with a bigger margin; but LDV goalkeeper pulled of some pretty saves.  Further, some fine attempts made by Roshan Ramching and Loi Kena in the second half missed the target by whisker much to the relief of the LDV.

LDV, who were desperate to find the equalizer, made an all out effort in the second half, but Upper Subansiri defenders successfully thwarted all their attempts.

The LDV coach blamed poor finishing for the loss.

Lower Subansiri will take on West Siang in the third quarterfinals tomorrow at 12.30 pm while Capital Complex will lock horns with Kurung Kumey in the fourth quarterfinals at 2 pm.

Arunachal and its unique development!

Dear Editor,

We seems to be defining development as felling of trees, changing the face of whole blissful mountains, destroying the beauty of nature, creating dumping grounds, polluting rivers from where we drink water without any need of further treatment, degrading the condition of our fresh life supporting air, giving away our hunting grounds to corporate in throw away price for big projects and so on. Is this how we want our development to go on?

Ironically, the genuine and much needed development works are also interrupted by speculative construction of structures near the roads and by claiming the adjoining land as theirs to avail higher compensations by the citizens. Such practice was shocking news and an experience that I have witnessed. If all the money is paid off in compensation then what will be left for development?

We must device an inclusive development policy where the government and citizens proactively come together to work for ecologically balanced development. For the sake of development, we cannot let our mother nature pay for it. Sustainable development will only come if we protect our natural resources.

We all need to give attention to the matter now, before we face similar disaster like Uttrakhand and alike.

Railway in AP “Boon or Bane”

Dear editor,

Through your esteemed daily, I want to show my concern regarding railway project in Arunachal whose trial engine run was done on 14th January 2014 in Naharlagun-Harmuty section. I am well aware that railway is an achievement for our people because this will give a huge lift to our development. Even I have been waiting for this railway project to complete soon.

As we all know, a coin has two faces likewise with good always comes the bad. Uncontrolled migration of outsiders into state due to railway project will be bad for the state. Our inner line permit system is very weak right now and there is no hope of improvement in spite of tones of assurances by the Government.

I fear there would be thousands of people from outside states who was issued inner line permit just for temporary visit but they have permanently settled and doing all kinds of jobs including in government sector.

We must lay down some criteria for issuing permits. For example if they are seeking permits to work  inside Arunachal then there must be some time period and once that time gets over they must leave the state immediately. Outsiders must not get voting right in Arunachal because once they get it then they are going to influence our policy making. Some power greedy politicians might use them as their vote bank and to get this vote, they might use appeasement policy which is really going to affect local people of this state.

These are just a few problems of railway; there are many more hidden and visible problems. Railway is good but our government must strongly regulate and implement inner line system. There must be timely checking of inner line permits inside Arunachal. Nepalese, Chinese, and Tibetan etc have similar looks like Arunachalee, so proper address checking must be done.

Appeal to Basar constituency MLA

Through the column of your esteemed newspaper I would like to draw the attention of Gojen Gadi, the MLA of 29th Basar assembly constituency regarding dismal condition of Basar town. In his election manifesto, the first three foremost promises that he made were proper electricity supply, good road and all round development which clearly has been neglected by him till now. By seeing the current situation of Basar town and facilities that are available it is shameful to say that town does not even qualified to be called a town. So, for the betterment of all the people of Basar I would respectfully like to request MLA Gojen Gadi to take some drastic measures regarding these problems as soon as possible.

Paying price for robber’s crime

Dear Editor,

On behalf of the people of Nirjuli, especially for the student community of NERIST I would like to request the concerned authority to please re-open and start the service of SBI ATMs in NERIST campus as well as the only SBI ATM of Nirjuli Market.

The month of December was perhaps the black month in the history of NERIST when Rs 66 lakhs was plundered in clear day light in front of hundreds of people by the robbers. After that the common people especially students suffered badly when SBI shut down three of its ATM in Nirjuli.

We understand the process of government and the banks and we respect the law of the land but the need of the time is ATM service. Students and general public have to travel to Doimukh or Naharlagun or sometimes RGU or Banderdewa for withdrawing money. Even SBI Nirjuli branch witnesses’ huge crowd as people withdraws money using cheques in absence of SBI ATMs. Even in the semester registration students takes lots of pain due to unavailability of ATMs in campus.

Being the most immediate sufferer, I would like to request the concerned authority to please look into the matter and provide us with better solution as soon as possible.

Safety and security of govt. official is matter of concern

The and law order has broke down to such level in the state that today no one if feeling safe, be at home or office. In a new development which sure will embarrass state government, the staffs of Arunachal State Hospital have expressed serious concern over safety and security inside the hospital premises. In a meeting convened recently the staffs unanimously decided to go for cease work starting with ‘Pay-Clinic’ in protest against vandalizing incident in ASH which has created fear psychosis.

The repeated attacks on doctors and nurses during duty time have left many staffs frightened. In absence of proper security, these staffs are not able to concentrate in their duty. It is not for the first time that we are hearing such kind of report. Most of the government officer’s have complained about lack of security. The threats and intimidation to officers has become quite common these days. People often criticize stating that government officials don’t do their work properly.  However, if they are not allowed to function freely, then how can we expect them to work sincerely? Public has big role to play in this regards. On the other hand state government should ensure full proof safety and security of their officers.
